Why Wulanchabu Is Emerging as an AI Compute Hub

Yet the investment boom does not automatically translate into broad local prosperity. Core components such as GPUs, HBM memory, and optical modules capture the largest share of industry profits, servers take another portion, and compute-center operators generally earn margins of about 10%-20%. Because many operators are headquartered elsewhere, Wulanchabu mainly retains electricity fees, land rent, and construction-related income, estimated in the article at 10%-15% of the investment value. The article argues that the city’s stronger opportunity lies downstream, where cheap compute and Tokens could attract AI video production, autonomous-driving training, embodied intelligence, and research. A local cluster reportedly reduced one autonomous-driving training workload from 276 days to 11 hours, while the city is also building an AI-focused film and television industrial park and a unified green-compute management platform. Whether Wulanchabu can escape the pattern of resource cities will therefore depend on developing local applications and value-added activities, rather than serving only as a site for computing infrastructure.
