Arctic maritime access is expanding seasonally as sea-ice conditions change, but the same conditions create operational, environmental, and community risks. The paper introduces a human-in-the-loop, multi-agent GeoAI system for planning routes across these competing concerns. Specialized agents coordinate geospatial data acquisition and preparation, generate routes under multiple objectives, and provide skyline-based decision support for comparing alternatives. The framework combines operational and physical factors with ecological exposure and potential community burdens, rather than focusing mainly on travel time, fuel use, and navigational risk. Its ecological criteria include sensitive areas such as Essential Fish Habitat and seal critical habitat. The system keeps consequential value judgments under human control, supporting a more transparent decision process instead of fully automating those choices. The authors report that a project page and code are publicly available.
